Former Washington, D.C. Attorney Addresses More Than 325 Graduates

J.D. WilliamsEastern graduate and former Washington, D.C., attorney and lobbyist J.D. Williams told more than 325 graduates in a standing room only crowd the only constant factor in life is change. 

The 97th Eastern Oklahoma State College spring commencement was held 6:30 p.m. Friday (May 5) in the gymnasium on the Wilburton campus.

Williams said he saw a bright future for southeastern Oklahoma making reference to developing oil and gas exploration in the region.

He told the graduates that success is achievable even in an era of relatively instability.

“If one accepts change as a constant theory, and adjust accordingly, statistics and common sense  make clear that the first step to success is to obtain a good post-secondary education.

“That,” Williams said, “is the number one factor to success.”

Williams, a 1957 Eastern graduate now retired and living in Pearsall,TX, was elected by the Eastern Alumni Association to the Eastern Alumni Hall of Fame in 1987. He received his bachelors of arts degree at the University of Oklahoma in 1959 and his law degree at George Washington University in 1962 but credited his years at  Eastern “as his most important and formative.”

He served on the staff of the late U.S. Sen. Robert S. Kerr, and has practiced law in Washington, D.C., since 1965. As an author, Williams has co-authored the Federal Administrative Practice Manual; appeared as a frequent panelist and speaker on legislative, legal and political affairs and served as editor, George Washington Law Review; managing editor of the Federal Bar Journal and remains a member of the District of Columbia and American Bar Associations.

During his retirement he remains an active member of the board of directors of the National Rifle Association and is an avid hunter.

Eastern’s six academic divisions named their outstanding graduates during commencement to include: Division of Agriculture Outstanding Graduate Amber Skinner from Marlow; Business Division, Phylicia Karch, Canadian; Division of Language and Education, Carly Jones, Talihina; Division of Nursing, Sondra Menasco, Wilburton; Division of Science and Mathematics, Magan Mouser, Stigler, and Linzi Marshall, Okmulgee; Division of Social Science and Music, Heather Bailey, Wilburton.

Eastern spring graduates are among 28,400 Oklahoma students from 25 state colleges and universities estimated to earn degrees this year. State graduation numbers are slightly lower this year by nearly 1,200.

This academic year Eastern will have granted just over 325 degrees and certificates of completion not counting other agencies including the Department of Corrections Academy and the Oklahoma Miner Training Institute also located on the Wilburton campus. Eastern graduates will range in age from 19 to 57 this year.

State graduation numbers are based on a survey of Oklahoma higher education institutions. Official data for the 2005-2006 academic year will be available later.

According to Eastern Vice President of Academic Affairs Dr. Brenda Steuer, the majority of students earning associate degrees from Eastern will be in the fields of Business, nursing and social sciences which is a slight shift from last year with agriculture, nursing and general studies leading the fields.

Statewide, the most popular fields of study among the 7,000 students receiving two-year associate degrees are in nursing, business and general studies. An estimated 16,000 students will earn bachelor's degrees, 4,300 will earn master's degrees and some 400 students have earned doctoral degrees with another 800 students earning professional degrees in areas such as law and medicine.

Eastern graduates will represent 31 of Oklahoma's 77 counties, 8 different states and four foreign countries.

Two hundred thirty five Eastern students will receive the Associate in Arts with 105 earning the Associate in Science. Forty seven graduates will receive the Associate in Applied Science in Nursing with 19 students earning One Year Certificates in Child Development.
